The local government is the implementation subject and it serves as an important part in the process of policy implementation. Their decision and action directly affect the results of public policy implementation. In reality, the local government has a more obvious selective implementation in the trend of implementation of the superior government or the department. This tendency is not only reflected in the choice of different policies, but also in the choice of specific policy implementation plan. The result is that not only some of the policies have not been implemented effectively for a long time, but even those that have been implemented, can not fully implement or deviate from the correct track, contrary to the spirit of the superior government. This characteristic, in the implementation of the policy process, has many causes such as political and economic causes, but the most critical is the pressure system.Pressure system is the product of planned economy, which is a species of endemic to our government system and working mode. In the process of economic construction, government drives the local government to promote the economic development through the task decomposition and index control. Although pressure system emphasizes control and incentive from the superior government to the subordinate government, the result under the quantitative indicators of decomposition is selective implementation, which indicates that profitable policy or task will be implemented fully and irrelevant targets or tasks are disregarded, or insincere. This selective behavior is especially prominent under the control of general route of taking economic construction as the center.By presenting the selective implementation of the government of city A, combined with historical origin and realistic foundation of the pressure system, this paper study the relation between them.Firstly, the passage starts with its reality, and presents its selective implementation as well as its consequences, based on the analysis of politics,economy, and environment of city A. Then introduce the pressure system theory, tracking its historical and geographical factors.Its changes after modernization which includes decentralization, comprehensive evaluation, etc. This is the institutional basis of selective implementation. Combined with cases of city A, this paper analyzes the characteristics of local government behavior, describes its right to independently choose and involved aspects. It finally describes the behavior mechanism of selective implementation, depicts policy preference and factors. The paper aims at theory with practice, through the fully description of selective implementation, profoundly analyzes the roots and characteristics, in order for the future transformation of the perfection of the government system, and governance optimization.The purpose of the article is to integrate theory with practice, depicting the selective behavior,then get to its origins and characteristics. Its analysis of local government, under the control of the superior government, shows how the logic which are both restricted and independent forms. On the one hand, taking into account the local government as the executive body of the enthusiasm and effective policy implementation, will give the power to adjust measures on the situation, so as to make it have a certain measure of autonomy; on the other hand, in order to avoid inaction and form effective motivation, the superior government will gain strict control with index and make evaluation. If the autonomy makes the local government have selective implementation in space and system, thus the index and evaluation provides a strong incentive to this implementation.
