The Selective Implementation Of Public Policy Reasons And Countermeasures

To achieve the policy goals depend on efficient policy behavior. Selective-policy-implementation means the part of implementing subjects implement policy incorrectly based on his benefit or his misunderstanding of the policy content. And these behaviors will resulte into policy goals missed.The government cannot achieve in social stabilities and developments if the policy goals missing only because of selectieve-policy-impelementation. How to theorize to explain the phenomenon and how to solve the problem is very important.This paper has employed some of the basic theories of pubic policy implementation, analyses how intense some popular factors hinder the policy implementation, and poses that Selective policy jmplementation is because of the part of implementing subjects' incorrect behaviors. In the end, the paper has prescribed some remedies of selective-policy-implemention.From the analyses of the pubic policy problems , this text has?pointed out that according to the intensity and orientation of policy preference, the poblic policy implement structure can be divided into two parts: strong implement region and weak implement region. The former can be divided into prohibit section and promote section.,while the later one can be divided into restrain section and advocate section.We believe that the constraints of policy-implementation have different effects ondifferent section.On the basis of the former analyses and through the description about how harmful the selective-policy-implementation is, the text has put forward that selective-policy-implementation behavior is likely to happening in weak implement region. And it is mainly related to the policy implementers' incrrect behaviors and deficiencies of some present imstitutions.We consider that there are some way to improve policy implemetion, such as, (1)improving policy implement structure; (2) implement public policy rule-of-law; (3)optimizing the behaviors and the qualities of implementing subjects; (4)rationalize the distribution of policy resources; (5)strenthening the construction of relevant institutions.
