Research On The Selective Implementation Of Policies In Grass-roots Government

In the new period of reform and opening up,with the diversified development of socialist market economy,our government’s policy implementation is facing unprecedented challenges.The grass-roots government is at the end of the governmental hierarchy and often falls into a dilemma in the policy implementation process restricted by various factors.In order to successfully complete the tasks assigned by the superior government,the grass-roots government always prefers to use the way of selective implementation of policies to deal with them,resulting in the failure of the effective implementation of various policies related to the development of grass-roots social undertakings,which directly affects the harmony and stability of grass-roots society and even the sustainable and healthy development of the country.Therefore,we must attach great importance to the selective implementation of grassroots government policies,deeply explore its causes and find out feasible countermeasures,which is of great significance to improve the governance capacity of grassroots government and build a service-oriented government.Guided by the theory of public choice and the theory of street bureaucrats,the study introduces the concept of "administrative community".Based on the analysis framework of "pressure accommodation",it selects three typical cases in the implementation of "two violations" governance policies in A town of N city as the research object to investigate in detail the performance of the selective implementation of policies and the changes in the organizational boundaries of the administrative community in the process of troubleshooting hidden dangers of housing safety,the "spring battle" of historical illegal construction and the environmental remediation along the "two highs".By grasping the internal relationship between grass-roots policy selective implementation and administrative community under the background of "pressure capacity" imbalance,this paper explores the causes of grass-roots policy selective implementation,and then explores the prevention and Control Countermeasures of grass-roots policy selective implementation.Combined with the above cases,this paper analyzes the reasons why grass-roots governments habitually implement policies selectively from three aspects: the complexity of grass-roots policy implementation environment,the limitations of policy implementation ability and administrative mechanism.Based on this,this paper starts from three aspects: optimizing policy implementation environment,comprehensively improving grass-roots policy implementation ability and strengthening government system construction,Put forward corresponding suggestions and Countermeasures in order to improve the implementation of grass-roots policies and get through the "last mile" of policy implementation.
