Research On The Problems Of Selective Implementation Of Local Governments’Public Policy In China

According to the spirit of the Fifth Session of the11th National People’s Congress, the reform of China’s political system is an important part of China’s reform and opening up, and the implementation of local governments’public policy is the core content of the reform of China’s political system.Due to the existence of all the factors, it is prone to appear the behavior of selective implementation in the process of policy implementation. Selective policy implementation is a phenomenon appears in the process of policy implementation that as the policy implementating subject misunderstanding the policy’s original information according to the needs of their own values and interests,which leading to the implementation of policies can’t achieve their deserved effects and deviate from the policy objectives.If a country achieve their policy objectives which run counter to their original intention, it is bound to bring about some negative effects to the country’s political stability and social development.Thus,it is very meaningful to discuss and research the problems of selective implementation of local governments’public policy.This thesis firstly describes the relevant theoretical knowledge which is to define the theory of public policy implementation, analize the theory of public policy implementation process and the changes of policy execution mode; Secondly,,it describes the concept of the selective implementation of the public policy,which including the meaning and means of selective implementation together with the comparation with the other implementations; Thirdly, based on the above the concept description, it summed up three performance of the selective implementation of public policy, which called "where there is a policy, there is a countermeasure"," to overtly agree but covertly oppose and even falsification" and "quote out of context to suit one’s purposes and get what they need" The thesis describes the reasons for the selective implementation of public policy seperatively from five aspects,which refer to the policy itself, the policy implementating subject,,interest,the main psychological factors of the policy implementating subject, and interference from public environment opinions. At last, we believe that the prevention of the selective implementation of the public policy is to focus on improving the quality of local governments’policy, enhancing the personnel of policy implementation, guiding interest properly, optimizing the organizational structure, promoting the legalization process of the implementation of policies and improving the public policy environment mechanism.
