As the legislature, the Parliament of Myanmar is an important part of the state organs. It has great effect on the development of politic, economy and diplomacy. According to the Constitution which drew up in 2008, the parliament of Myanmar which aims to create an equal and fair environment, standardize the national legal organization and promote the balance of power was established in 2011. This paper contributes to analysis the influence of Myanmar’s political transition on the development of parliament. Meanwhile, the parliamentarians are elected by the people. So it needs to strengthen the interaction with people, listen to their wills and satisfy their reasonable needs in the legislative process to lay a solid legislative foundation for the political transformation of Myanmar.In order to deepen the understanding of the first parliament of Myanmar, this paper takes the parliament which was built in 2011 as the research object, analyzes its operation, function and effect. This paper is divided into four chapters:the first chapter gives a brief account of the origin and basic institution of the parliament----firstly understands the colonial background of Myanmar and attempts the parliamentary democracy, secondly discusses the part of the parliament and basic institution which stipulated in the New Constitution. The second chapter describes the operation of the five year term of parliament. The third chapter is the evaluation of its function in two roles with cases:the internal politic development and the external relations of Myanmar. The forth chapter analyzes the shortcomings and reasons, in order to face its positive roles and limitations, and then promote the democratic consolidation effectively.The study about this paper illustrates that the parliament play an important role in the political transformation of Myanmar. The operation of parliament has not only improved the legislative function, but also opened the democratic environment and promoted the political transformation, economic development and social stability. Furthermore, it extended diplomatic thought of Myanmar in order to provide a new force for real democracy. However, there still remain many limitations for the parliament, such as incomplete democracy, political institutions left by military junta and so on. So, it needs Myanmar to do more explorations in the future.
