The Influence Of The Rise Of Post - Material Values ​​on The Governance Of Chinese Government

Theoretically, the change of social values promotes the transformation of governance orientation, governance consensus and governance evaluation. All forms of governance should correspond to social values. Because of the dramatic growth in material wealth and the continuous improvement of people’s living standards, China’s reform and opening-up policy had realized a remarkable achievement. Over the past three decades, happiness in China plummeted despite massive improvement in material living standards. Meanwhile, it had triggered amount of social problems in Modern Society, which were especially prominent in some areas. Under this background, it is a great challenge for the government to maintain the political order by improving the economic efficiency. In fact, some local governments insist that“The solution of economic development problems relies on the further economic development”, which would lead to more problems.As a Knowledge Framework and an understanding method, the ‘materialism’ and‘post-materialism’, which was defined by professor Inglehart, is a new way to study on the immediate problems. The motivation of Market economy and globalization has played an important role on the transformation of Chinese people’s social values. The trend of ‘post-materialism’ value had caused a pluralistic coexistence values in China.However, in the field of social values, it has been formed a situation that the materialist values and post-materialist values coexistence and conflict. The emergence of post-materialist values has been affecting the social life styles, the economic development way, and the Political Ecosystem, which had resulted in a social differentiation and a governance dilemma. More seriously, the values deviation between government and the citizens had sparked some group events. Sichuan Shifang event is a concentrated reflection of the values deviation between government and citizens.Confronting with the beginning of ‘post-materialism’ value, the government, in order to adapt to the new pattern of values, should reconstruction a new governance system, which could produce a mutual support between governance and social values.Therefore, this paper concludes with some critical factors to enhance the efficiency and effectiveness of new governance system. To begin with, the Consensual Governance is essential to shape a core value system that will forge consensus.Secondly, the Participatory Governance could build a communication bridge betweengovernment and citizens. Thirdly, the Inclusive Governance could balance the distribution of benefits and acquire the political identification, which is important to consolidate political consensuses as well. The new type of cycle system in governance presents some features of responsive, participatory, inclusive and interactive, which would not only deepen the political democracy and ensure the fairness of the policy,but also strengthen the effectiveness and legitimacy of governance.
