It is a long-term goal for local governments to bring different stakeholders into the public decision-making framework and solve the plight of public sector cooperation.In the past,contract-oriented collaboration based on service outsourcing often resulted in cooperative collapse due to unclear responsibility sharing and interest linked issues.In order to overcome this dilemma,local governments have chosen collaborative governance instead.Similar to contract-oriented collaboration,collaborative governance is also driven by interests,but contract-oriented collaboration is the subject of contract constraints,and collaborative governance is led by consensus.As the core element,consensus promotes the sharing of inter subjective responsibility and the construction of trust network.Based on this,the cooperation governance is further defined as consensus-oriented governance,and the elements of consensus-oriented governance include common knowledge,common goals,common interests,shared responsibility,shared commitment and shared interests.By tracking the case of consensus-oriented governance in Haicang District,it is found that the main body of moral responsibility can build confidence in cooperation without institutional constraints,so as to take the initiative to take responsibility and to pour resources and add bricks for the cooperation of the community.At the same time,consensus based governance does not rely on the leading role of the government,and the non-governmental actors can also assurne important decision-making responsibilities.This paper tries to put forward the theoretical framework and practical steps of the consensus-oriented governance mechanism,so as to provide practical guidance for local governments.
