People who has power to use it until meet the boundaries to end." He clarified that all power must be subjected to the supervision of the basic principles of politics. The supervision means monitoring and supervising. The power supervision is the monitoring and supervision of the subject of power to the object of power. Although the power of the party is different from the state power, the party power also must accept supervision. The Chinese Communist Party is a proletarian political party that is guided by Marxism theory. Since the date of her birth, the Communist Party of China always to strengthen the party’s supervision and regard it as an important aspect of the party building. In a certain sense, the history of the Communist Party of China’s revolution, construction and reform and opening up is not only a history of promoting the theory and practice innovation of inner-party supervision by the Communist Party of China, but also is a history of strengthening the construction of Inner Party Supervision’s consistency and keep pace with the times by the Communist Party of China. Since the 17th National Congress of the CPC, our party based on the new change of the national situation and the party situation and faced with the grim situation of anti-corruption, step in political party system with Chinese characteristics, practice "establishing the party for the public and governing for the people" the purpose of the party, uphold the principle of "the party must manage the party strictly" policy, in accordance with rule must first rule of the party, to govern the party must be strictly "requirement, we strengthen the innovation of theory and practice of the construction of inner party supervision, play full role of the supervision within the party in the fight against corruption. In this paper since the 17th National Congress of the Communist Party of China, our party to strengthen the construction of Inner Party Supervision make brilliant achievements and rich experience in the study, to clarify the problem of corruption in our party have been able to solve the governing process, have the confidence to resolve in the process of governing corruption risks.This paper is divided into three parts to strengthen the research on the supervision and construction of the party since the 17th National Congress of CPC.The first part illustrates the legal basis of our party to strengthen the supervision and construction of the party since the 17th National Congress of the CPC. Modern politics is the democratic politics, the important characteristic of the democratic politics is the political party. Political parties represent the people (citizens) in power. All power tends to corrupt, even if it is in the hands of the proletarian political party. The Communist Party of China is a proletarian political party who is guided by Marxism doctrine. The Communist Party of China in power is the choice of history and the choice of the people. On the other hand, it also faces the challenge of ruling. Under the Chinese special non competitive party system, the Chinese Communist Party is the ruling party which is the leadership of the party, in order to prevent the power corruption must in accordance with the party to manage the party strictly, strengthen supervise within the party. Only to monitor for the people as the fundamental purpose of building system is fundamental guarantee. To prevent the alienation of power as the core value, lead a cadre especially "number one hand", focusing on supervision of complement each other in a variety of ways of supervision, to forming a concerted effort to inherent requirement, in order to constantly improve the party’s ability to govern, subjected to various tests of especially the test of power, always maintaining the party’s advanced nature and purity, to ensure that the people of power.The second part elaborates the main achievements of our party to strengthen inner-party supervision and construction since the 17th National Congress of the CPC. The strengthen supervise within the party to advance to a new stage of development and new historical height, we accumulate to the inner party supervision under the party’s life and death, must be in the spirit of reform and innovation to actively promote the theoretical innovation of inner party supervision, must closely around the central task of the party to carry out the supervision within the party, must be the development of democracy within the valuable experience as a foundation of inner-party supervision. These experiences obtain not only for our party in the future to further strengthen the construction of inner party supervision has provided valuable experience, but also further enriched and developed the Marxism theory of inner-party supervision and the Chinese characteristic socialism theory of inner-party supervision. |
