Secret-related personnel are the subject for secret activities. Whether the state secret is safe, ultimately is depended on whether the behavior of the secret-related personnel complies with the confidentiality management specification. Because the life experience, educational background, personality and interests of secret-related personnel are different, their value and behaviors are hard to be controlled, the management on the secret-related personnel shall still be the weak link and biggest difficulty of secrecy management. Secret-related personnel of grass-roots party and government organs are large in quantity, widely spread, and are an important constituent part of secret-related personnel of our nation, enhancing the management on secret-related personnel of grass-roots party and government organs is vital to the confidentiality work under the new situation.This paper attempts to take grass-roots party and government organs as the object of study, comprehensively use the literature research, survey research and comparative study and other methods, take the relevant theory of public management as the basis to summarize the situation and effects of the management on the secret-related personnel of grass-roots party and government organs and analyze the existing problems and causes, and combine domestic and overseas advanced experience to study, discuss and strengthen the countermeasures for the management of secret-related personnel of grass-roots party and government organs. It is believed in the study and analysis that, in recent years, especially after the execution of new Secrecy Act, the management on the secret-related personnel of grass-roots party and government organs has achieved a certain effect, however, problems of inaccurate determination of secret-related personnel, qualification examination becoming a mere formality, flow control not in place, relaxed management on going abroad (exiting), unequal responsibilities and rights, illegal behavior happening occasionally and other problems ubiquitously exist. As a whole, it is still in the stage of extensive and muddle through management, which is disharmony with the new situation and new tasks faced by confidentiality work. On the basis of learning from the management experience of personnel management in developed countries, domestic military units and advanced regions and combining the practical situation of confidential work at the grass-roots level, this paper puts forward countermeasures and suggestions in six aspects including strengthening system construction, intensifying organization and leadership, controlling the key links, making strict supervision and inspection, paying attention to balance between responsibilities and rights and enhancing technical supporting.The innovation of this paper lies in that at present, the systematic studies in management issues of secret-related personnel at home are relatively few, and taking grass-roots party and government organs as the special angle is even blank. The author hopes to provide reference for formulating and perfecting management system of secret-related personnel by the relevant national department and for enhancing and improving the management of secret-related personnel by grass-roots party and government organs.
