Research On Problems In Secrecy Management Of Party And Government Institutions In S District

With the changing of international situation,the further processing of the reform and opening up and the quick development of science and technology,the environment for state secrets becomes more complicated,the danger of leaking secrets growths stronger,secrecy management faces tough challenges.S District is located in a strategically important area of the country,it is not only a part of a coastal open city,but also an important railway communication hub,the population mobility there is high,consequently,it has been in a high demand in secrecy.Therefore,it is necessary to find out and solve the problems in secrecy management of party and government institutions in S District to eliminate the potential vulnerabilities and hidden dangers,minimize the possibility of leaking secrets and ensure the rapid economic and society development of the district.This dissertation elaborates the background and the significance of the secrecy management,analyses the current situation and development trend of secrecy management study and makes a commentary,defines the concepts related to secrecy management,to lay the foundation for the research.The research mainly uses methods like documentary research,fieldwork study and questionnaire survey to find the problems of secrets classification administration,regular supervision,cognition and attitude towards secrecy and construction of cadres in secrecy management.Through deeply researching,digs out the causes of the problems such as the defects in system and mechanisms,weakness in software and hardware supplies,human resource challenges and lack of publicity and training.And after drawing the advanced experiences in different regions,applying management theories and fully considering realities of grassroots units,puts forward countermeasures in five aspects: perfecting managing constraint mechanisms,increase law enforcement and surveillance force,optimize human resource management,strengthen software and hardware supplies,reinforce publicity and training,which are expected to be feasible,effective and referable ways to solve the problems,enhance and improve secrecy management of party and government institutions in S District.
