The statistical department is the function of the government and the task of carrying out statistical survey and data analysis on the national economic and social development.It has not only the duty to carry out statistical supervision on the health of the national economy and the social development,but also needs to provide statistical data and statistical advisory opinions for the government and the society.With the development and in-depth of the socialist market economy,the diversification of the economic components,the diversification of the main interests,the form pattern of the international economic integration have been formed,the external environment of the statistical development tends to be good,and the eyes of the more eyes are gradually projected on the statistical work.At the same time,it is more severe for the statistical system The battle is followed.The base-level statisticians are the specific implementer of the statistical survey work method system and the original data.Only by making efforts to build a high-quality and stable team of personnel can effectively guarantee the authenticity and accuracy of the statistical data,so as to meet the new demands of the rapid development of the society on the statistical work.Therefore,it is of great importance to strengthen the human resource management of the grass-roots statistical offices and improve the level of human resources management.Based on the research of human resource management in domestic and foreign grass-roots statistical offices,this paper takes the grass-roots statistical departments of Hohhot as an example,and adopts the questionnaire method to investigate the human resource management problems.Through investigation,it is found that there are four problems in personnel recruitment,personnel training,salary and welfare,and performance appraisal in the basic statistics department of Hohhot.In order to optimize the salary and welfare system,the training content of the training needs,the development and the rich training contents and the training method of the basic statistics are enriched,so as to optimize the personnel training;through the development of the scientific salary system,the link between the compensation and the assessment is realized,and the promotion system of the promotion system is improved and perfected,thereby optimizing the salary and welfare system;Based on the balanced scorecard,the performance appraisal system of the basic statistics department of Hohhot City should be designed,so as to further improve the performance appraisal system of the period.Through the research of this paper,it has certain practical significance for perfecting and improving the human resource management level of the grass-roots statistical department in Hohhot City,and also has certain reference value for other grass-roots statistical departments in our country to carry out the human resource management.
