Research On The Reform Of Logistics Management In The Party And Government

Logistic management reform in government is one of the important factors in the reform government institutions, research the party and government organs logistics management is important. It plays a profound role of guiding organs logistics, standardizing the work of government, reducing costs, sticking to the socialist road with Chinese characteristics, and building a conservation-oriented government. At present, logistics management in government is divided into three modes:first is state-owned holding company, government and business manage together; the second is wholly state-owned company; the third is completely market reform, government placed all of its logistical assets at the market. Hanjiang district government has adopted the first mode, it chooses a property company and work together. We use this mode for special significance and background.Government logistics Management as a special type of management is a coordinated logistics process, which determines the efficiency of logistic service and quality. The logistics management of the district party and government organs has the characteristics of political, service, management and comprehensive, its main function is responsible for the planning, construction and management of hanjiang district government. The traditional self-sufficient logistics model can no longer meet the requirements of the transformation of government function, we need to build a modern government logistics management model. The United States and Japan represent the two modes of the organization’s logistics socialization model, some parts of our country take the lead in logistics management. The key to the logistic socialization in government lies in its specialized and organized service. The government should urge its logistic department to do the following:the systematically managing and operating, optimizing the allocation of resources, increasing the utility of resources.Aiming at the above-mentioned issues, the article initially explores and analyzes the changing pattern after socialization of government’s logistics service. Although hanjiang district government attempted a series of reforms of the logistics management, it has some problems of uncompleted organization establishment, disunity of service standards, unsatisfied service and not balanced personnel management. According to the above problems, this article will analyze the reasons from the points of management mechanism, logistics funds and personnel management. As far as I am concerned, the root problem is organization establishment is un completed, we must get rid of lacking of logistical and security performance management funds, the problem of old personnel management should be solved. Aiming at these problems, this paper makes suggestions to complete our logistics management:Ⅰ.clear the subordinate relationship of the government logistics system and strengthen the government logistics macro management; Ⅱ.construct the logistics management standardization system and service standards;Ⅲ.adjust the structure of logistics industry and introduce the new management mode; Ⅳ.To Improve the allocation of personnel, social security system and the reward and punishment mechanism. Ⅴ. Standardize the budget and financial accounting of the logistics management services.
