A Study On The Expressive Mechanism Of Mass Line Of Chinese Communist Party

The mass line is the lifeline of the Communist Party of China and the basic line of work. The largest political advantage of party is the liaise with the Masses. The biggest danger to rule party is away from the masses. The relationship between the party and the mass throughout the party career and each period of time. The implementation of the mass line and the upgrade of its actual performance, both are closely linked with the mass line. The expression mechanism of the mass line is the way and the process for the Party and Government to promote the healthy development of the relationship between the theoretical expression or practice and reflect the party’s leadership and dedication in the actual work, in accordance with the practical needs of the masses, serving the people relying on the legal, institutional, cultural, and social ties.The mass line expression mechanism, as the core concept of this paper, would be researched from its constituent elements, operation mechanism and structure system, etc. It contains the five basic elements, which are body element, carrier elements, medium elements and security elements, and they are mutual connection and interaction. Four sub-mechanisms which are the occurrence mechanism, communication mechanism, evaluation mechanism and guarantee mechanism, consitute the expression mechanism. The occurrence mechanism analysis the importance of understanding the needs of the masses to the mass line expressing mechanism.Communication mechanism analysis the influence of the basic elements interaction to the practice of the mass line. The evaluation mechanism is inspection and evaluation about the practice of the mass line. In the operation process of the mass line expression mechanism, the guarantee mechanism reflects stability and coordination by using system, laws, regulations and other factors. The establishment of the mass line expression mechanism is dedicated to build the theory of the mass line and the feedback space of mass work positive expression between the party and the government, through a series of institutional arrangements and the path optimization, which reflects the effect of communication between the party and the mass.
