India is a very active country in the UN climate negotiation. From the very beginning, India is actively developing climate diplomacy with its own characteristic.When the issue of climate change gained attention of the whole world, India was developing rapidly. India is always facing the pressure to respond to climate change and shoulder the development goal of eliminating poverty. Under this situation, the United Nations conference on climate negotiations become an important platform for India to carry out its climate policy and strive for national interests. In this paper, firstly, I analyze the impact of the climate change to India, then I introduce three phases of the process that India participated in the UN climate talks. Each stage has its own characteristics. India’s attitude to the UN climate talks has made some changes. In general, because of various factors at home and abroad at the beginning, India is not very actively involved in the negotiations, but with the change of the situation, India has become more active.Although India’s attitudes change, there are some position which is never change, such as adhering to the principle of development priority, per capita emissions, do not make any commitments, etc. On this basis, this paper will from three aspects to analyze the factors that affect India to attend the UN climate talks, namely the changes of cognitive, the transformation of development strategic, the dream of being a global power.
