After 9/11, the United States re-evaluate the strategic value of Africa, in which Africa has important significance in the fight against terrorism, energy market, great power competition and development potential for the United States, and build United States Africa Command(AFRICOM)in 2007 to coordinate the United States on African Affairs. AFRICOM itself and its action model was motivated by the consideration of strategy interest and risk control. How they are shaping Africa Command and its participation patterns in African affairs?Different from traditional theater headquarters, Africa Command practice the “wholeof-government” model, internal synchronous operation of the two systems by the Department of Defense and the State Department, and pursue the principle of positive security and lack of combat capability. From the functional orientation, Africa Command is committed to shaping the military specialization and security environment in the Africa region, claiming Africans security assurance by Africans themselves, and the United States as African security supporter, demand-oriented to help African partner countries to provide national capacity building. Is “demand-oriented” really the guiding principle for the U. S. African Command to participate in regional affairs? In fact, the research from the micro level to the African Command showed, the Africa Command sort the involved African affairs in accordance with the interests of the United States, strengthen its military presence deterrent effect through targeted killings of terrorist leaders, and deepen interaction with African countries through the areas of peacekeeping operations, national capacity-building partners,humanitarian assistance, thereby establish long-term military and values influence mechanism for African countries.
