A Study On French Military Diplomacy To Africa After The Cold War

Being an important part of the country's overall diplomacy,military diplomacy constitutes the country's diplomatic strategy together with political diplomacy,economic diplomacy and cultural diplomacy and plays an key role in safeguarding and expanding national interests.This paper mainly summarizes the strategic background of military diplomacy and the practical contents of military diplomacy by France towards Africa after the Cold War,analyzes the characteristics,benefits and existing problems of military diplomacy by France towards Africa,and predicts the prospect of military diplomacy by France towards Africa to provide reference for China military diplomacy towards Africa.This paper first introduces the strategic background of military diplomacy by France towards Africa which are mainly divided into three parts: the change of international environment after the Cold War,the development of Africa and France's strategic adjustment of military diplomacy towards Africa.In this context,this paper sorts out and summarizes the non-military diplomatic activities of France after the Cold War in chapter 3,and classifies the military diplomatic activities of France towards Africa after the Cold War into three parts of military exchanges,military cooperation and foreign military actions towards Africa.Then,by analyzing military diplomacy work towards Africa of France,chapter 4 in this paper concludes characteristics of French military diplomacy towards Africa is flexible and practical,emphasizing on the carrier role of multilateral organizations and focus on military external publicity work,contending that France achieves the political,economic and security interests,and exercises the French's ability to cope with the crisis at the same time through military diplomatic work towards Africa.Meanwhile,France also has some problems in the work of military diplomacy towards Africa,such as being restricted by egoistic thinking,existence of military intervention,many strategic directions and obvious resource constraints.Finally,based on the above analysis,chapter 5 in this paper combines the new trends of the policy of France towards Africa after the President Macron took office to have prospect about military diplomatic job towards Africa,and put forward three enlightenment to our country,namely,the optimization of top design of military foreign policy towards Africa,cautiously treating African anti-terrorism mechanism,further promoting the military training towards Africa and vigorously promoting the military aid towards Africa.Studies show that military diplomacy towards Africa by France plays a vital role in promoting French interests after the Cold War,from enhancing political status to maintaining economic interests,from safeguarding security interests to training French troops.We should correctly analyze the practice of France from the perspective of our country and apply its good experience to our military diplomatic work towards Africa and try to protect interests of our country.
