Confronting the fast changing international environment,the George W.Bush administration had launched a new round of military reform after the 911 incident.The American military reform thoughts plays an important role in guiding the reform practice.The thoughts of American military reform are a dynamic ideology,theory and concept system,permeating all aspects of this reform.In more than a decade's time,Donald Rumsfeld and Robert Gates had been continuing to promote the reform of the United States military system under the guidance of thoughts of American military reform,trying to meet the country's aspire to win the current war and win the future challenge.During his appointment as Minister of defense,Rumsfeld actively promoted the U.S.military to change military doctrine,reform the organizational structure of the U.S.military,adjust the military and political relations,and strengthen the civilian control of the military.In addition,the United States has also made extensive use of the latest technology to promote joint operations.After Gates became Secretary of Defense,he continued to promote American military reform.He pushed for rebalancing of American military power.He sought to transform the military bureaucracy,pursue the balance of military and political relations.He exerted himself to change the atmosphere and the culture of the Services.He used the methods of business transformation to drive the Department of Defense Reform,and tried to deal with emerging countries which developing anti-access and area-denial measures.Although encountering some resistance in the process of reform of the military system,but the reform still has achieved remarkable results,which profoundly changed the American military system,affect the future of the United States military reform's trend.
