China is facing the aging of population, and the absolute number of the elderly population is increasing annually. The distribution of elderly population is not balanced and the elderly. These problems are even more completed than Western countries.Although the social security system is constantly developing and improving, it pay more attention to give more economic support for the elderly. However, a social security system also requires the government to support pension services for the elderly.This article elobrates the necessity of government purchase pension service from it’s connotation and peculiarities. From the policies of central government and local governments in different periods to buy pension services, this article combines with the practice of Beijing, Nanjing, to analyze the progress and shortcomings of the various stages of the policy, and then summarizes similarities and differences and advantages of the dependency and in-dependency non-competitive purchasing patterns. There are also several problems such as government purchasing power shortage, social organizations participation lack of competition and assessment of oversight mechanisms are inadequate.Then analyzes the reason of the above questions. Finally, according to the existing problems, it puts forward suggestions to improve the government purchase pension service model.On the settings of beneficiaries conditions, it balances from economic capability,self-care ability and age. On the settings of project, it scoping pension services project,based on Maslow’s hierarchy of needs theory, supply standardized and individualized ways to provide care services for the elderly. On the raise of pension services funds, it suggests that pension services funds be included in the purchase budget funds, ensure its stability and different populations have different proportion of pay and subsidy upper limit. At the same time, part of the cost is also included in the scope of financing.On the choice of receiving body, it focus on competition,and takes strict criteria of access.
