Research On The Optimization Of The Path Of Government Purchase Of Pension Service

The Fourth Plenary Session of the 19 th CPC Central Committee proposed to build a modern national governance system and enhance governance capacity.The theory of social governance and the background of building a modern governance system require the diversification of governance subjects.In order to meet the increasing demand for elderly care services,local governments in China began to purchase elderly care services,which is also an important practice of governance system construction.However,until now,the local government has not explored an effective way to purchase pension services,which leads to the poor performance of government purchasing pension services.Therefore,it is particularly important to explore the effective path of government purchasing pension services in the future.Taking the local government as the object,this paper focuses on the path of government purchasing pension services.It mainly uses social governance theory,government purchasing service theory and government performance evaluation theory.Using qualitative and quantitative analysis,case analysis,questionnaire and other research methods.This paper analyzes the theoretical basis,the prospect,the existing problems and the optimization suggestions of the path of government purchasing pension services.First of all,this paper expounds the path of government purchase of elderly care services in China,which mainly includes government led purchase,cooperative purchase between government and social organizations,and co governance and sharing purchase.The co governance and sharing purchase path is the main path of government purchase of elderly care services in the future.From the perspective of social governance theory,the three important links of "input security-process management-output results" form a closed-loop path of CO governance and sharing government purchase of pension services.Second,build a performance evaluation index system.And take Shanghai as a specific case to conduct empirical research,and analyze the performance results to find out the existing problems of the current government procurement of elderly services.Finally,it is necessary to strengthen the investment support of the purchase path,improve the co-governance process of the purchase path,and enhance the sharing quality of the purchase path.The study draws the following conclusions: first,the path of government purchase of elderly care services is divided into government led purchase,government and social cooperation purchase,and co governance and sharing purchase.In the future,the path of CO governance and sharing government purchase of elderly care services should be taken.Second,the three links of "input guarantee-process management-output result" constitute the closed loop of the shared government purchase of pension services.Third,the government should establish a scientific and reasonable evaluation index to purchase pension services,and use the results of performance evaluation to optimize the purchase path.Fourth,the purchasing performance of Shanghai is better,but it is also due to the lack of effective purchasing path that the government’s purchasing performance of pension services is limited to further improve.
