Partner Assistance And Policy Innovation In Minority Concentrated Region

Partner assistance is a Special policy in China.It not only promotes the economic development of minority concentrated region,but also effects the policy innovation in minority concentrated region.This paper uses the literature research method and the case analysis method to analyze the question about “how to do policy innovation in minority concentrated region under the partner assistance”.Base on the theory about innovation of organization and learning of policy,it establishes the analysis frame from “the support of policy thought” and “the support of innovative resources”.It summarizes six modes,those are research and innovation,partner learning,learning and imitating,investigate and mobilization,transplant and adjustment,assimilate and integration.Partner assistance has three forms,these are talents' assistance,economics and technology assistance,national plan's assistance.It uses the analysis frame analyses the cases of policy innovation in minority concentrated region under the partner assistance.The conclusions are that,in talents' ' assistance,it brings the new thought to minority concentrated region.So it has three modes that research and innovation,partner learning,learning and imitating.In economics and technology assistance,it transfers the resource to minority concentrated region and changes it's resource of policy innovation.So There are three modes that investigate and mobilization,transplant and adjustment,assimilate and integration.In national plan's assistance,the supporters make the policy innovation based on the assistance task in minority concentrated region.So it has two modes that help and mobilization,guidance and adjustment.Partner assistance not only brings the policy innovation thought,but also transfers policy innovation resources.The minority concentrated region can learn policy experience from partner assistance region and others except itself.It provides the resources that use for policy innovation.The policy innovation in minority concentrated region comes true because of the influence of partner assistance.There are four influence factors about the policy innovation in minority concentrated region,they are the ability of talents from partner assistance,the policy experience from the supporters,the network of learning between regions and the financial capacity of minority concentrated region.In order to strengthen policy innovation in minority concentrated region under the partner assistance,this paper give some policy suggestions for the partner assistance from innovation thought and innovation resource.One is strengthening talents' assistance,the other is enhancing the economics and technology assistance.
