The Evolution Of Latin American Integration And China 's Countermeasures

As one of the earliest in the world to open the regional integration process, Latin America and the Caribbean(hereinafter referred to as Latin America) has rich experience in regional and sub-regional cooperation. Currently,the regional integration construction of Latin America is constantly making new progress and has present a total covered,multi-level and wide-scale pattern.It mainly displays as follows:practical cooperation is deepening ceaselessly, all-round regional cooperation has made a breakthrough, sub-regional organizations have achieved diverse development, trans-regional cooperation is enhancing. At the same time, the integration of Latin America is facing a variety of challenges, mainly including the excessive nationalism, the diversification of national interest orientation,less complementary of intraregional countries’ economies,the mutual restraint of regional organizations,the factor of United States,etc..For the moment, the long-term co-existence and common development of numerous regional and sub-regional organizations is expected to be normalized in Latin America.In the new century,Latin American countries actively promote diversified diplomacy, and pay more attention to develop the friendly and co-operative relations with Asia-pacific countries,including China.Recently, the relations between China and Latin American countries has got a rapid development. As an important element of the relations between China and Latin American countries, the relations between China and Latin American regional organizations has complemented and promoted each other with the former,and its position in the diplomatic policies of each other is elevating day by day. The situation of the integration of Latin America has also become one of the important factors which influence the China-Lac relations.This article use the case analysis method and comparative analysis as main research method, conclude the process of the integration of Latin America and pay a special attention to the development characteristics and challenges of the integration of Latin America in the new century. By drawing on the experience of the cooperation between EU and the Latin American regional organizations, summarizing therelations between China and the Latin American regional organizations,countermeasures are suggested in China’s perspective to promote the China-Lac relations in the context of the integration of Latin America.
