Nowadays, governments all over the world are beginning to establish, adjust or perfect their industrial technology policies,so as to strengthen the functions of government in upgrading industrial technology competitiveness. It's well-known that Japan is a country which has implemented a success industrial technology policy. After World War II, the Japanese government established a sound industrial technology policy system, and succeeded in exceeding and becoming the second strongest economy in the world. One of the important approachs for each country to implement industrial technology policy is to set up "Science Park", which we call "Hi-tech Industry Development Zone"in China, that is, in the specific areas of a country or region, specially favourable policies are made in order to develop hi-tech, attract investors, and meanwhile congregate a passel of hi-tech talents or researchers, combine scientific and technological achievements and production application, and promote industrial modernization of local nations or regions. From the middle of the 1980's, especially the entry of the 1990's, the passion of developing hi-tech industries has become higher and higher in China, and all the provinces passed favourable policies to promote the development of hi-tech industries, so that Hi-tech Industry Development Zones at all levels grew rapidly. Technological innovation is the power of Hi-tech Industry Development Zone and the headspring that hi-tech industries keep energy and Hi-tech Industry Development Zones increase in economy. This thesis is based on the rich fruits of former researchers and the research techniques include theory and demonstration, qualitative and quantitative examination. By researching the relations concerned with technical progress and industrial organization, the economic meanings of industrial technology policies are theoretically stated. To be the high light of the thesis, general industrial technology policies are combined with the practice of the Hi-tech Industry Development Zones organically. It's also included in the thesisthat the summarization and classification of Japanese industrial technology policies and the contrast of differert Science Parks. Valuable advices are presented as an effort to speed up the technological innovation of Hi-tech Industry Development Zones with the help of effective industrial technology policies.
