For the policymakers, making the foreign policy, especially military policy, must consider many factors. In America, the political system in which three powers distinguished clearly and effectively let Americans have the opportunities to be participated in policy making. With the development of the modern information technology, Americans are more interested in the progress of military policy overseas, the influence of public opinion is also increasing. In this case, when policymakers have to make a military policy, they must take public opinion into consideration. On the other side, public opinion can be easily changed by many reasons such as their life standards,the influences of government and media, the duration of the war, number of casualties and the emergencies. Thus, how to analyze the trend of the public opinion, how to evaluate the function and role of public opinion in the progress of foreign military policy making completely and objectively and how to guide public opinion to make it steady, are the important factors that the policymakers cannot ignore.Therefore, I choose public opinions in these military actions: Iraq, Libya, Syria and Islamic State, to analyze how the public opinion influence the U.S military policy. Hoping to take a clear look of the role and influence of public opinion in the U.S military policy and the variety of public opinion. This article has important value in analyzing the change of U.S military policy and foreign policy comprehensively. It can also provide reference for the study of Chinese public opinion.
