This paper makes the theoretical and demonstration study of the decision-making problems of the facility location, the investment allocation and the procurement problems arising in the construction course of military project. The whole dissertation is composed of the following four parts:The first part makes up of chapter 1, which describes the impact of the deepening of military reform and rapid development of market-oriented economic on military project construction. Based on the analysis of the changes and characteristics of the supporting system of military project construction and its external environment, three fundamental problems which arise in the decision-making process are pointed out, namely the facility location, the investment allocation and the procurement. In order to solve these problems, this chapter also explores the important status and mutaual relations of the above three decision-making problems, and studies the achievements in the relevant research and advanced theories both at home and abroad. Then, the research content, constructive methods and technologies about facility location, investment allocation and procurement in relation to the facts of the military project construction are put forward.The second part is composed of chapter 2 and 3. Chapter 2 gives an analysis of the objects and restriction conditions of the military facility location, and a multiobjective model of the facility location is set up. By using the overlay algorithm of the theory of military geographic information system, the solution based on overlay algorithm of hierarchical maps comes up, and an example is given. Chapter 3 gives a detailed analysis of the relationship between location and layout of military facilities in accordance with the characteristics of military facility location. Two types of bi-criteria planar location models associated with the minisum and minimax criteria, the maximin and minimax criteria are set up. At the same time, this chapter studies the searching of noninferior set by Voronoi diagram and genetic algorithm, and gives the solution methods and the tradeoff curves of noninferior solutions.The third part consists of chapter 4. The concept and evaluation method of supporting effectiveness of military facilities are first introduced, based on which this part studies the main methods on the investment allocation of military constructions of other countries, and establishes the investment allocation model based on the effectiveness, and then analyzes the application problems of the model.The fourth segment includes chapter 5 and chapter 6. Chapter 5 discusses the effect on the procurement of military reform and market-oriented economy. According to the defense procurement theories, the practices of major developed countries and the current procurement state in our country being taken into account, the incentive problems in the procurement process of military projects are researched, and the fundamental incentive model is thus presented. And then based on the practices of the military projects procurement, the collusion and corruption problems in procurement are explored, and some precautionary measures are also put forward. Chapter 6 studies the auction and bid evaluation problems. The models of the auction and bid evaluation are set up according to the practices, and an improved model of the integration bid evaluation is put forward. At the end, chapter 7 summarizes the research work in the dissertation and deals with the problems, which need to be studied further, and the research content and trend in the coming days are also discussed. And from the viewpoint of systematic analysis, this chapter explains the relationship between the procurement and acquisition emphatically, and brings up the new aspects to apply M&S and SBA in the whole process of the military project construction.
