A Study Of The Relationship Between Inner - Party Democracy And People 's Democracy In China

In modern times, with the development of communication between China and the western countries, the bourgeois’ democratic thought was introduced into China.After October revolution of Russia, Marxism and Leninism was broadcast and developed in China. Under the leadership of the Communist Party of China, we established a new China where people are the masters of our country. Democratic socialism turned toward from practice from theory, taking root and flourishing in China. Inner-Party democracy and People’s democracy are two important component parts of the socialist democracy. Correct understanding and dealing with their relations have particularly important significance for the perfecting of socialist democracy and the promoting of socialist democratic politics construction.Adhering to and developing socialist democracy is the eternal pursuit of Chinese Communist Party. Since the founding of new China, although the road has twists and turns, Chinese Communist pursuit of democracy has never changed. In the key period of transformation of China’s social development, on the basis of summing up experience and starting from reality, members of the Communist Party of China proposed a socialist democratic political development path which is that we should expand and develop Inner-Party democracy to promote People’s democracy.The Communist Party of China is the ruling party and the leader of the cause of socialist construction. Practice has proved that, the path that we should expand and develop Inner-Party democracy to promote People’s democracy is the right choice which is in line with the requirements to develop Chinese democracy. Only the Innerparty’s democracy has developed smoothly, will the People’s democracy develop healthily. And the development of People’s democracy, will, in turn, put forward new demands on the development of Inner-Party democracy, and promote the further development of it. Thus the Inner-Party democracy and people’s democracy will appear in a positive state of interaction. Once the Inner-Party democracy was damaged, the development of People’s democracy would not be successful; and it will be in stagnation, deviation or even go backwards.In the new period, we should continue to promote the positive interaction between the Inner-party democracy and the People’s democracy, and explore the positive interaction paths between the two. Firstly, the interaction of the two democracy must adhere to two principles: one is that we should uphold the organic unity of party’s leadership, people’s being the masters of the country and the rule of law; the second is that we should adhere to the system construction as the starting point and the foothold. Secondly, we must perfect the Inner-Party democracy and let it drive the development of People’s democracy: improving the theoretical innovation of Inner-Party Democracy to promote People’s democracy theory development;improving the party’s style of leadership and ruling to enhance the party’s advanced nature; improving the party system construction of pub icing affairs. Thirdly, we must make the Inner-Party democracy and People’s democracy move forward together in interaction: Party’s Congress and People’s Congress move forward together in interaction; Party’s consultation and People’s consultation move forward together in interaction; Party’s pub icing affairs system construction and government pub icing affairs system move forward together;the ruling of law of Inner-Party democracy and the ruling of law of the People’s democracy move forward together. Fourthly we must develop People’s democracy better under the leadership of the Party: perfecting mechanism of granting power and perfecting the system of election of deputies to People’s congresses; improving the political decision-making mechanism and improving institutionalized citizen participation ways; perfecting the mechanism of democratic supervision and improving comprehensive range of effective supervision.
