As the foundation of a nation's economic growth, infrastructure and basic industry have been focused on by many governments. But owing to the shortage of capital funds, particularly in developing countries, the governments are so hard to invest in the construction of infrastructures. So BOT - a kind of new project investment & financing - came into being in the early 1980's. Comparing with the traditional investment & financing, BOT has shown its great strength. For example, BOT can absorb large quantity of funds from abroad to put into the construction of infrastructures, which can also decrease the government's great pressure on capital. Moreover, any financial guarantee is not needed by government in BOT. So it helps the government avoid the risks on debt. In addition, BOT can introduce the advanced technology and management, raise the operating efficiency and reduce the investment risks in the project.…Now BOT has been implemented widely by different countries in the construction of infrastructure and basic industry.Since the reform and opening-up in China, the nation's economy has been developed rapidly. But infrastructure and basic industry have been the bottleneck in the process of economic growth. On one hand, China also encounters the scarcity of capital just like the other developing countries. On the other hand, the industrial structure of foreign investment is not good. Most of them have been thrown into manufacturing industries, housing and real estate industries. The proportion in infrastructures is much lower. Under this situation, it is very urgent for China to recommend and spread BOT projects in order to guide the efficient use of foreign investment and promote the development of economy.Based on the above consideration, the author of this thesis tries to probe into a way how to make an efficient and rational use of BOT in the construction of China's infrastructures and push forward sustained economic development. One of the characters in this thesis is to connect the theoretical research with case study. The latter -Chengdu No. 6 Water Plant B BOT Project, is a successful pilot BOT project in China, which owns great meaning in realistic analysis.The whole thesis is divided into four chapters.Chapter one outlines BOT's basic conception, main characters, project participants, operation sequences and contractual structure. It's an introduction to international universal-practiced BOT project.Chapter Two discusses the implementation of BOT in developing countries. Four important questions are discussed in detail, such as risk allocation, ROI and service/product price, etc. Then BOT project in China is introduced.Chapter three is fully about case study, which is the core part in this thesis. It expounds the project background, the answers to the above three questions, and then gives a summary, which includes successful experiences and some difficulties in this case.Chapter four is the last part. After analyzing the current situation of BOT project in China, it induces some general questions and proposes a package of measures so as to promote sustained and rapid growth in China's economy.In a word, BOT project in China has a bright market prospect. It's meaningful for us to learn from abroad and standardize BOT's operations now.
