Construction Of China's Risk Investment Soft Environment

After 50-year's development, the VCI(venture capital investment) frenzy has swept through the western countries, especially America. As the results, the high technologies and the economics of the western countries have been improved quickly and healthily. At the same time, the macro environment, the microenvironment and the consciousness environment have been emphasized on and developed. In china, the VCI appeared in 1980's. But unfortunately, its development is very slow, its effect is very little, and the hi-tech industries are still at a low level. The reason is that there is no excellent environment for the VCI. People have realized the importance of creating the excellent environments for the VCI, but the focuses are not wide enough. Therefore, I'd like to discuss the topic in three steps: the first step is to analyses the situation of the VCI in the western countries and to summarize their successful experiences. The second one is to study the situation and the problems in china. The third one is to create the excellent environment for Chinese VCI. In this thesis, I try to show my thoughts for the topic about the excellent environment of Chinese VCI. It is my great pleasure to communicate with others.In order to get the goal, this thesis consists of four chapters. The followings are the main components and my viewpoints.Chapter one is the general introduction of VCI. Firstly, I try to define the VCI accurately and introduce the elements of VCI. Secondly, I will summarize the characteristics of VCI. Finally, I will introduce the operation stages of VCI.Chapter two focuses on the VCI of the western countries, especial of America. Firstly, it is the history of the VCI in the west. The most important way to understand any kind of things is to study its history. As we know, the VCI was born in the west. And there were main three stages during the VCI development. Secondly, I will discuss the importance of the VCI in the west. Finally, I will summarize the useful experiences from the western countries, which gives us a key to solve the problems in china.Chapter three concentrates on the situation of VCI in china. Up to now, china has got great achievements in economics. But there is still a long way to go if china wants to be a stronger and more powerful country in the economic field. It is necessary to keep the increasing rapid of economics, to modify the structure of the industries, to enhance the growth of the hi-tech enterprises, to advocate more small enterprises, to reform the financial industry of china, and so on. But, the reality is the VCI in china confronts with problems at present. The government has not shown its effects completely, the relative laws should be modified or created, the capital market should be strengthen, the investors should be developed wisely, the hi-tech enterprises should improve their internal qualities to satisfy the investors, the agency institutes should be enhanced, and so on. These problems above should be solved urgently.Chapter four is the main part of this thesis, how to create excellent environments is the main idea. The excellent environment consists of three parts: the macro environment, the microenvironment and the consciousness environment. Each one of them is interdependent and indispensible. When creating the macro environment, I focus on how to let the government have a nice job, how to modify the nowadays laws and regulations and how to reform the capital market in china. Absorbing the successful experiences from the west, our government should do better in the fields of tax policies, financial supports, governmental buys and the government direct investments, and in the fields of hi-tech property right, enterprise property right, security and stock market. The more important thing is that a new mainframe for the capital market should be found out. The second board market is the main channel, the property exchange market is the accessory channel, these two markets make up of the mainframe of the capital withdrawal market for the VCI. When c...
