Economic globalization is progressing at the turn of the century. There are three factors on which the globalization is based: firstly the information network development in the world; secondly the global trend toward to market economy; and the end of the cold war.Economical globalization has not only brought about good results, but also inevitably produced a series of problems to the world. For instance, in the world, the people and countries are divided into the poor and the rich; economy has developed but no social progress; the environments worsen. While US-led western countries are trying to globalize the western values and set up political hegemony in the process of the economic globalization. It is not the economic globalization that should be responsible for these problems, but the old international orders on political economy guided by the western countries are hindering the healthy development of the economic globalization.The essence of the old political order in the world is to keep the hegemony of big countries in the western world. And the essence of the old economic world is to keep the international exploitation of monopoly capitalism. The economic globalization will inevitably require new international order on political economy. Answering this trend, a variety of countries in the world have different positions. As the sufferers of the old international orders, the developing countries first brought about the concept of new international orders that have the following contents: (1) setting up rational and just orders on international economy; (2) opposing hegemony; (3) opposing external interference; (4) the United Nations should play a greater role in setting up new international orders, and make the developing countries have more says in the United Nations. Western countries have been indifferent to the new international orders on political economy for a long time. From the later 80s to the early 90s, as the Yalta system has been disintegrated and the economic globalization is in progress, the United States, Japan and Europe one after another put forward their "new international orders" respectively. In essence, the United States, Japan and Europe all have the same stand that the new orders should put the big western countries' interests to the first place, and should be guided under the western values and the western models. They only differ in this point: who will be the leader in the new orders system? In fact, this new order is nothing but the revision of the old order, and of course they can only invite resistance from many developing countries.According to Deng Xiaoping' thought on new international orders, Chinese government put forward that the new international orders should have the meanings of peace, stability, fairness and justice. Chinese government claimed that the new international orders should comply with the goals and principles of the United Nations, and should be accepted effectively by the international society. Chinese government held these stands: (1) the new orders should be set up according to the five general principles, mutual respects of the territorial integrity and sovereignty, non-invasion of each other, noninterference in each other's internal affairs, equal and benefit principle, and peaceful coexistence. (2) new international orders should include two aspects: new political orders and new economic orders. (3) the United nations' nucleus role should be emphasized in the process of new international orders. Chinese government's stands are complied with the world peoples' basic interests, are advantageous to the world's peace and development, and reflective of many developing countries' basic needs, and they have won extensive support, approval, and understanding.The economic globalization will play an important role in the process of new international orders, and add to peace, stability, fairness and justice in the world.
