This article studies the establishment of rewarding system of Dali an Telecom Bureau with respect to management theories and practices. With this the author aims to improve her practice ability in understanding and attempt on reform of rewarding systems in human resources management in statewned enterprises with modem management theories and methods after leading her graduate courses. The article first introduces an old rewarding system and its shortages before Dal ian Telecom Bureau was established. It analyzes the environment of Dalian Telecom Bureau after it was established and produces the necessity of setting up a mew rewarding system Secondly it points out the theoretical importance of having a new system with simple exposition of rewarding part of management theory. Then it produces the new rewarding system of DaI ian Telecom Bureau with method of achievement assessment Final ly it analyzes the result of the system in practice. Dat ian Telecom Bureau is a statewned enterprise gaveled by Liaoning Province and it is restricted by pot icies of leading organizations. The new rewarding system discussed in this article is produced under such macro environment and it has restrictions in the point of view of modem management theory. However the system is applied in practice in which the essence of the article lies. The analysis of practical results and renovation of the system is the key point of the article.
