The Civilian Police Personnel System Research Of Dalian Public Security Bureau

With the high-speed development of Chinese economic and social, the public security organ plays an increasingly prominent role in social management and service. However, in recent years, many policemen in our country have been in a shortage.2011, the public security bureau of Dalian began to recruit the civilian police, in order to ease the problem of insufficient police and optimize the allocation of police resources. The personnel system of civilian police in the public security of Dalian has played an active role in the advance of the police work. But for the civilian police which in legal status, career development channel, post setting and performance evaluation have existed some insufficient, so we need to perfect it.Firstly, this thesis analyzes the current situation of the civilian police personnel system both at home and abroad, and described the characteristics of them. As using the literature research method and comparative analysis to describe the differences of the implementation of the civil police personnel system between our country and abroad, in order to analysis the advanced ideas which need to be referenced in public security bureau of Dalian.Secondly, this article researches the effect of the implementation of the civilian police personnel system in public security bureau of Dalian, and find out that there are some problems, such as position sequence, career development, post setting, performance evaluation and so on. For the problem of the personnel system of Dalian public security bureau, this paper makes the feasible improvement plan and the use related theory to demonstrate it.Finally, the text thinks that in order to effectively improve the civilian police personnel system in public security bureau of Dalian, it is necessary to perfect the legal status,promotion mechanism, post setting, performance assessment of the civilian police, which can further the enthusiasm of the civilian police, so as to improve the overall working efficiency of the public security department in Dalian.
