Problem Analysis And Countermeasures On The Institutional Reform Of Local Government Thinking

With the completion of the State Council reorganization, the reform progress of local government institutions has become the focus of people's attention. In order to cany out the spirit of the State Council and Party Central Committee, it ? is in urgent need of our correct recognition of the problems and difficulties existed in the process of the local government ? reformation and of searching out the countermeasures so as to improve the reformation to a new stage. This article consists of 3 parts: The first part indicates the necessity of local government institution reformation. The second part analyses the resistance during the reform program which mainly arising from the following aspects: the ideological obstacle on the reformation; the difficulties on the function transition of the local government; the inconvertible vested interest of the local government; the legal system of administrative organizations is not in perfect condition; lack of authorized restrictive mechanism; the limit maneuver of people diversion; social welfare system reform and other auxiliary reforms are backward. The third part discusses the countermeasures to the obstacles met in the reformation: emancipating the idea; be firm in our belief; thoroughly transition of the government function; eliminate the departmental interest drive; speed up the legalization construction of the government institutions; improve the auxiliary reforms; relieve the worries of the laid-off persons; broaden the channel of re-employment; act in the light of local conditions, develop the local government creativeness.
