As the "railway engine" in regional econmic development and modernization,the essential ,aim of urbanization lies in promotion of social and economic development and improvement of living standards and quality.At present ,Wuhou District is taking an active part in the develop ment of West China and engaged in accelerating the process of urbanization. These endeavors serve as the breach of "the Third Pioneering" and a new round of economic development in Wuhou District.How to accelerate urbanization in a correct way is a new problem,thus it leaves much for discussion both theoretically and practically.It's advisable that we study new situation and solve new problem on the basis of analyzing the real condition of wuhou district in the process of urbanization.Mean while effective policies and measures should be formulated for the government to exercise functions of programming and harmonizing,and for the market to make full use of its basis effect in the arrangement of resources.Government organs of all levels have put forward directions,modes,aims,etc for urbanization.These principles,especially the basis thinkings and overall strategic aims of urbanization in Chengdu are an important guide to the urbanization programming and construction in Wuhou district.As a district of Chengdu.Wuhou district must follow the overall plan for the development in Chengdu.lt must pay much attention to the plan of the urbanization in the district.it should make enough programming for urbanization,thus the lack of prejudgement and unified programming could be avoided.After researching and formulating relevant policies as well as analyzing all industries,it is expected to handle the problems properly and adjust the structure of industries so as to try to optimize the arrangment of resources.Besides,it should further enlarge the urban area and enhance economic strength to improve the level of urbanization in this district and in the long run achieve common affluency and prosperity in both urban and suburban areas.By using modern theories of management,principles of urban programming and the study of systems engineering in urban programming,this pager does not only summarize the fruits of urbanization strategy research at home and abroad,but also borrow the relevart experience in the research of urbanization problems in Sichuan Province.On this basis ,the paper analyzes the interior system and exterior situation in the urbanization of Wuhou District.
