Highway Operation Rights Transfer

Based on discussing concept for management rights of highway assets, this paper probes into the theory of transfer management rights of highway in our country and makes a distinction between management rights of highway assets and proprietary rights of highway assets. Meanwhile it gives calculation method of value for management rights of highway assets. The author in the paper analyzes the problems for transfer management rights of highway in practice, gives his suggestions and countermeasures.
