The administration system of highway (ASH) of China has been underdeveloped in recent years. The problem caused by which ASH governed by both the Department of Transportation (DOT) and the Department of Public Security (DOPS) restricted the service efficiency and the development of the highway. It thus called for a scientific system which is simplified, consolidated and efficient. The government of Chongqing implemented reform and applied the model of "Unified Management and Comprehensive Enforcement". Such integration of the functions and the work teams is to combine the formerly three teams responsible for the administration of Road, Transportation and Checking which led by the Department of Transportation, and the team for Traffic Safety led by the Department of Public Security into one team governed by the General Administration and Enforcement of Chongqing Highway. The practice of this new administration system during over ten years shows the advantages also disadvantages of the system. This thesis is a case study on the model of reformed ASH of Chongqing.The exploratory research of this case study applies the methods of empirical research and comparative analysis, and mainly uses the theories of bureaucracy. Compared to the old administration model, the reformed one has the advantages such as low cost and high efficiency. But the limitations of the system is that it can not clarify the different duties authorized by DOT and DOPS, and has the problems of enforcement in many aspects.The reformed ASH of Chongqing or the model of Chongqing offer valuable experience to the central government of China to approve the current system. Based on the analysis of the case, suggestions of how to establish a efficiency system are made.
