China's largest national conditions is that over 80% of the population live in rural areas. So the agricultural modernization plays an important role in the nation's general modernization drive; China's steadiness needs that of the rural areas. At the new century, the agriculture whose production force is under primary development lies in transional stage towards modernization: farmers whose material life has been improved is in a steadily sensitive stage; dull and quiet rural areas are threatend by some unsteady factors, The main task for successfully realising modernization in the mi&21 century is how to effectively dissolve unsteady factors in rural areas, correctly guide the farmers in steadily sensitive stage and promate steadiness and development in rural areas. The report includes theorical research and case investigations. Its contents are as followes: I, it. studies the decisive functions of rural steadiness and progress towards social steadiness and progress of the chinese society in agricultural civilization era and modernization process from historic and realistic angles (chapter 1) . It strdies p resent. contraditions and complex phononiina in rural areas and practically estimates China's present social steady- conditions in rural areas. (chapter 2) 111, based on the above, the report puts forwards variety and trends in rural work styles under market economy (chapter 3) Basic rural work's principle is to dissolve problems existing within the people(chapter 4). 111, To do this work well, rural leaders?ideological quality, work quality, leading quality, scientific and technologicai quality must be raised. Some precise experiments and successful experiences from Dafeng City, Jiangsu Prov. and Flenan Prov. are introduced. Finally, some problems are put forward to be concerned by rural workers and idcologists.
