| This is a year of crucial importance to fulfil the task that, at the turn of the century, most of the state-owned enterprises can extricate themselves from such a difficult position as it is, and that most of the key state-owned enterprises will be operated under a modern system. In the past two years, the reform of the state-owned enterprises has made a great progress while the breach has been complete as the reduction of products and depletion of numbers on textile and the winding up of the small coalpits on coal industry. This year, to achieve the final success, the state lists six industries including metallurgical industry and national defense industry as the key ones to be adjusted. As the matter of fact, in recent years, resulted from the special subordinated relations, their unfavorable geographical locations, and some historical reasons, the reform and development in the national defense industry confronted a lot of difficulties and problems, such as the outmoded ideology, slow technical innovation, and the traditional three advantages failed to bring into play. By all these, the national defense industry feel hard to maintain their own operation, more seriously, their difficult situation is a threat to the stability of the society. Then, it is the time to make a change on our national defense industry now.To ensure the continuity, stability and healthy of the development of our economy, the state and the local government never stops seeking for new points for the future increase of our economy. At the other hand, the national defense industry still worry about their situation, despite the fact that they have been equipped with a great number of hi-tech human resources, world-class technology, and the relative products unsold.With the carrying out of the Western Development strategy, many enterprises from the eastern region and from abroad rush for new opportunities. Of cause, the local enterprises under fine situation are not exceptions. After investigation, they adjusted their original investment plan to be more preferred to cooperate with the national defense industry. They believe that they can make use of the advanced equipment and productive potentiality of the national defense industry to reduce their investment and construction period.Aimed at grasping the opportunity of the Western Development Strategy and state-range industrial organism adjustment, I organized a seminar among the national defense industry in Chengdu from February 21 to April 6. During this seminar, we discussed about the current situation of these national defense industry, and the obstacles and ways for their development, trying to find out suggestions for the policy-makers in the government.This thesis consists of the following four parts.I. It's an introduction to the history and the current situation of the local national defense industry. They were born at the time of the national First Five Year Plan, and formed its basic structure during the Three Frontline Construction period. With the change of the Three Frontline Construction structures within the recent ten years, the present situation came into being. These national defense industry have made a great contribution to the national defense as well as to the development of the local economy.II. It's an introduction on the present problems, difficulties, advantages and the relative reasons for the national defense industry. These include the systematical and ideological problem resulted from the special subordinated relations and unfavorable geographical locations, the technical problems caused by the slow innovation, the management problems caused by too much concentrated transformation from military to civil production, too many repeat investment and too heavy burden, furthermore some history reasons. They have their advantages, like human resources, technology, and equipment. It's very important.III.
