Shaanxi Province, Farmers' Burden Study

The problems of peasant and peasant's burden are not only relation to the development of agriculture economy is good or not, but direct relation to success or failure of the economic system reform and stability or not of socialism regime. There are 1.25 billion Chinese people, and 0.9 billion people are peasants. The great number agiiculture people decides the important basis position of agriculture in national economy. The people in countty support Chinese Communist Party are the key of permanent stability of socialism regime. If the government can't solves the problem of the heavy burden of peasant, the national economy will not continuous and steadily increase. Losing the support of peasants will shake the foundation of socialism regime. Growing of the peasant's load and decreasing of peasant income not only restrict the economy increasing and cause disorder of country. The center committee of CCP and State department time after time repeated order and promulgated a scnes of policies and fircedly measures, but the burden of peasants wasn't abated, the burden of peasants is still heavy, and some regions much more strictness. The problem of peasant burden isn't simple; there are deep germs and niles in it. This needs to be thorough researched. The research of peasant burden isn't systematical currently, and there arc a few results. This paper discusses about the peasant burden in SHAANXI province. The author researches connotation, characteristic, history and evolvement of peasant burden The research emphases are essential, influential factors of peasant burden, and actuality, main problems and factors of peasant burden in SHAANXI province. This paper puts forward the main policies and measures of abating peasant burden and how to establishing and perfecting supervision and administration system of peasant burden. In the end, this paper emphasizes the urgent works of government.
