Rural public goods is supplied by government commonly. Thesupplier doesn't aim at the economic benefit, and charges by the principleof compensate cost. The ultimate purpose is to raising the level of thepeasant's whole welfare and builds favorable social environments. As a hot spot of society, peasant's burden appears on late of 80's.It'sa extrusive social problem nowadays. It's indispensability to design amechanism to expressing the peasant's partiality.The theory of public goods supply in western economics deems that thesticking point of the public goods efficient supply is that the consumersreally display their demands according to the marginal utility of thepublic goods consume, and undertake the cost of the public goods as aconsequence. But it is a real question. In order to solve this problem, wemust design a mechanism to display the partiality of the consumers withaccuracy. As a result of the superincumbent rural public goods supply system,the township finance is undersupplied, and government can not notice thedemand of the peasant and the culture trait of the peasant enough. Thesupply system is not only inefficient but also unfair in some ways. The reform of the rural public goods system is a complex systemengineering and is concerned in a lot of problems. The mainly directionof the reform is restricting the stronger government and reinforce thedisplay mechanism of the peasant. Upgrading the peasant's game statuswith government, could change the fact of the inefficient rural publicgoods supply, lighten the burden of the peasant.
