The theory of socialism market economy is a major part of Deng Xiaoping theory of building socialism with Chinese characteristics. Setting up the socialism market economy system. The correct way of economic construction and rapid economic development has been found for socialism country with backward productive forces. With the development of reform and open-up, market economy environment is being forming, and reform on monopoly sector system promotes electric market to develop progressively toward the socialism market economy system, In our country, it is a start to probe into the cultivation and development of the market mechanism of monopoly sectors. This paper has new breakthroughs in three aspects: a. The monopolization and unity of electric power have whether or not important factors to compete and open market. The viewpoint is given that electric power is commodity that can not be separated from market. b. The public welfare feature and specialty of electric power act whether or not in deference to market rules. The viewpoint is that social benefits opportunely combine with enterprise benefits. c. Developing productive forces and gearing up social economy development should cultivate, improve, exploit and optimize the electric power market mechanism. Adopting Deng Xiaoping theory on market economy, the paper presents the theses on how to solve monopoly sector抯 problems such as no separation between adi~inistrations and enterprises (just like one who acts as not only referee but also athlete), using the administration management methods?instead of market economy mechanism, blocking productive forces development and incorrect resource optimization distribution, etc..
