Transition period of society is a necessary stage in the procession of China~ s modernization. Whether it can be pass successfully and steadily is a significant subject we are confronted with. China抯 modernization is comprehensive. Accordingly, social transformation is necessarily comprehensive. So, the transformation is complexity and difficulty .The thesis is just intended to discuss the relationship between political development and political stability especially during the transforming period of society. It consists of three parts. Part one, expounds the contradiction existing between political development and stability during China抯 transition period of society. First, the society in transforming period shows itself as rapid development and profound reform of economy, great adjustment of the country-administering method and deep changes of social culture as well, which are not only the outer environment of political development but also the inner requirements. The duty of political development in this time is actually arduous. Second, what China is faced with is how to remain stable as the politics develops. The political development induces the extension of social mobilization and the disorder of participation. Besides the political development itself is not always proper. Therefore, political unrest tends to appear; political unrest is certain to affect and confine the political development. Part two analyzes the deeper-level reasons for the contradiction between political development and stability. Above all, it is complex social background. During the social transition period, the crash between the traditional society and the modern one, the strong shock caused by the coming of market economy, the influence formed by the harmful factors within international situation, etc, are inclined to have effect on the normal process of political development and to add both the difficulty of the development and the chance of political unrest. The second reason is the division of interest structure. During the social transition period, interest subjects present a tendency of diversification; interest diversifies more intensely; interest contradiction increases; political development faces new challenges. The third reason is the political systemization still remains rather low, a socialist legal country has not been completely established at China抯 present stage. The political life still contains a strongly ethic sense. The phenomena of human government are still rather common. The general public抯 legal awareness is faint. At the same time, China抯 political system reform is far from fulfillment; the advantages of its socialist system have not been fully exploited. The fundamental systems still need perfecting and democratic politics still needs constructing. All the above-mentioned do harm to remain political stability when politics developing. Part three mainly goes further into the way dealing with the relation between political development and stability. First, A rational objective model should be established so that we can handle the relation from a high strategic view to coordinate development with reform and stability. Secondly, we should fasten the economic development so as to supply a pledge for the concert relation between the two. Thirdly, the channel for citizen抯 political participating should be extended.
