China's Securities Regulator Problems And Their Countermeasures

China securities market has experienced world-famous and great development in the past decade. During recent years, though there are lots of academic achievements in securities field, theoretic and practical study of China securities regulation is still on the verge. At the same time, dramatic fluctuation of securities market and financial storm appeared from time to time make securities regulation global focus, and at present there are various kinds of illegal phenomena in China securities market, which reflect different kinds of problems of China securities regulation. Therefore, there are great theoretic values and practical meaning to discuss and analyze the problems and solutions of securities regulation in China theoretically and practically. The article consists of three parts: Part one: general theory of securities regulation. The author defines the meaning of �'ecurities regulation? starting from concepts and research contents corresponding to 搑egulation?and 揺conomics of regulation?through applying economic methods and principles. And then the author points out that securities regulation is based on emergence and characters of securities as well as characters of securities market, and security-market failure is practical need of securities regulation. Part two: problems in China securities regulation. China securities regulation is becoming to be mature now, but there are still some problems. Now it is imperative to deeply analyze and research the problems in China securities regulation. In this part, on the basis of practical status Ix of China securities regulation, the author makes an analysis on China securities regulatory system, China securities regulatory objectives, China securities regulatory means and typical problems in the coordination of international securities regulation. Part three: solutions to the problems in China securities regulation. Securities regulation is the important premise and foundation. Hence, taking aim at problems in China securities market, absorbing and referring to experience of Western securities regulation, and considering status quo of securities regulation in China, the author brings forward solutions to problems in China securities regulation. On by this means can we continuously complete securities regulation in China, and assure China securities market develops steadily in good order, and promote China securities regulation internationalization.
