| Software industry is the foundation of the revolution of the information technology and one important part of it. India has made the considerable progress attracting people's attention in the field of software as a developing country. It becomes an important research subject that how we use for reference in order to develop software industry of our country to promote its competence by studying the experience of India. First, this paper has briefly introduced the characteristics and natures of the software product and industry,analysing that the software is core and foundation of the information industry. Then by using economic analytical method it analyses the status and reason of the development of Indian software industry, the obstacle and restriction factors in the software industry in China. Countermeasures and concrete suggestion are based on these analysis combining with the situation of China. Chapter one briefly explains the background of software industry, the characteristics of software product, the strategic position of software industry, and the development characteristics of software product and software industry. The information revolution and economic globalization is background of the development of software industry which challenges the original development model of various countries. This paper analyses the strategic position and function of software industry under this background. The software industry is the core of the information industry, therefore it is necessary to develop it preferentially . The exploitation cost of producing software is very high, and its marginal benefit is increased by degrees. Labor cost is the main part of the production cost of labor. Chapter two describes the development situation of software industry in India and China. As a developing country, India has sprung to strongest software industry producer besides U.S.A. in less than ten years. This paper describes in detail the scale and development speed, the growth and vigor, the leading status in the world, and the benefit to national economy of Indian software. Comparing with India, this paper analyses the basis situation of the development of software industry in China which includes the rigor situation of weak international competition.The software industry of China is on the newly establishing stage and strictly saying, it is not industry until now. The essential difference between Chinese and Indian software is that Chinese software industry is introversive, stressing on import substitution. It possesses little competitiveness on the whole and becomes bottleneck of the development of China's information industry.Chapter three Probes into the development reasons of software industry in India and China. Using comparative advantage theory, this paper analysis the favorable factors. It discusses the effect on economy, especially software industry promoted by economy development model transition. And it also evaluates the thought that India intents to improve her whole economy through the development of information industry. Then it goes on the discussion on China's software industry, studying software industry of China. From the factors of market environment and micro operation mechanisms of enterprises, this paper points out that piration makes the Chinese software enterprises' living space narrow. The existing industry policy lost efficiency because of improperly operating for the imperfect market environment.
