Ships, as vehicles for water transportation, manufacture and operation, take an important role in connection with the development of the shipping undertakings of our countly. Over 80% of the international transaction are by means of sea transportation. In China, more than 90% of the cargoes imported and exported are carried by ships. Therefore, ships take an important position in the national economy, which requires the relevant operation should follow a series of performance principles. Vis-a-vis, the government should undertake the management of ships. In china, we have set up a series of legislation systems, such as the ship inspection system, the ship registry system, and the ship safety inspection system. As far as the ship inspection system is concerned, the authorized or international qualified ship inspection bodies carry out the inspection, test and appraisal with respect to the design, construction and technical function of ships for the purpose of ensuring ship~ navigation safety and operation capability. As far as the ship registry system is concerned, the authorized institutions, upon the lodgment of applications by shipowners. make concerned investigations, approve of registration for qualified ships and issue appropriate certificates. As far as the ship safety inspection system is concerned, the inspection with respect to the situation of equipment of ships should be carried out for the purpose of ensuring the ship seaworthy. The above mentioned three systems consist the structure of administration rules and regulations of our country. With the developments of the technology of shipbuilding, the management in connection with ships should be improved. However, the current situation in China is not positive. The legislation system should be amplified. The relevant administrative rules lack of guidance. Therefore, confusions occur to the management of ships sometimes, which threatens the safety of navigation. The writer makes relevant inquires and research. The main contents of this distention are as follows: Chapter 1. This chapter gives a brief account of the current management situation ranging from ship inspection, ship registry to operation supervision. The writer focus on the careless inspection concerning the dangerous goods by the ship inspection bodies, convenient flag and improper management of the inspection of ships which leads to the occurrence of the serious accident. Therefore the writer is of the view that the current management system of ships should be amplified. The following chapter gives a full picture of the three concerned systems, namely, the ship inspection system, the ship registry system, and ship safety inspection system. The writer mentions the separation of the ship inspection management institutions and the ships inspection bodies which is the requirement and result for the purpose of the establishment of the standard ships inspection framework. The adoption of the main business placd?as the port of registry of ships is more realistic. The PSC inspection is popular worldwide. Therefore, in order to mitigate delays of our ships at the foreign ports, the strict principles based on ISM rules should be carried out. Because the legislation system in connection with the management is improper and the structure is unreasonable, it is urgent to amplify the legislation. Chapter 3.
