This article firstly gives an environmental analysis of international investment in China on base of introduction of economic theories of international capital flow. Then base on the comprehensive analysis of international capital's circumstances in Hunan province on the angle of capital construction, industrial direction and enterprises' state , the author sums up the work of making use of international capital and analyses the major problems in Hunan province. The article finally puts forward the necessity of sustainable development of making use of international capital and gives some administrative countermeasures from the angle of macroeconomy and microeconomy on the background of Chinese entering the WTO and the economic globalization.
