Study Of Government Procurement Law System

The Author of this paper believes that the governmental procurement is an important tool for every government in the world to manage social economy and supply public service. It differs not only from the ordinary private or company purchasing but also ordinary administrative activity. Governmental procurement is very popular in western countries. Many western countries (regions) and international organizations have established governmental procurement legal system. In China governmental procurement plays an important role in the national economy, but related regulations need to be adjusted or completed for servicing the general goals ,maximum utility of public funds , protection of national industries ,stopping corruption and integration into the world economy. The whole paper is composed of six chapters except for the preface and the conclusion. Chapter One is about general demonstration of governmental procurement ,Such as the conception of government procurement, the theory , the features , the aims. Chapter Two is concerning the analyzing of legal characteristic of governmental procurement. The author thinks that government procurement is belong to administrative contract. Chapter Three is centered on the survey of governmental procurement legal system .Such as the conception, the developing of procurement legal system ,explaining characteristic of governmental procurement legal system. Chapter Four is focused on the comparing between international governmental procurement legal system and western countries?(regions) governmental procurement regulations. Pointing out the features of the perfect governmental procurement legal system. Chapter Five is about demonstration of governmental procurement legal system. Firstly, taking a brief observation on the practice of procurement in our country. Secondly, having a look at the governmental procurement legal system. Thirdly, pointing out the problems and drawbacks of Chinese procurement legal system. Chapter Six is on the perfection of the legal system of government procurement.
