Housing security system is the way which the government get involved the housing market and resolving the housing problem of the lowest-income families by.Because this system has been implemented in the primary development stage, there exists many problems in practice. Many research of Chinese housing security system is from science of economics, sociology and management, but it is a lack of the research from angle ofjurispmdence. This situation influences the exertion of availability of the system. The economics of the welfare state which put forward by Arthur Cecil Pigou and the government intervention which advanced by John Mayoard Keynes are the economics basis of the housing security. There is also legal theory basis. In the eyes of the constitution, the right to adequate housing is a kind of citizen's basic right,we should confirm it through the fundamentally prime law; in the eyes of the economic law, this system embodies the appropriate intervention of the real estate market according to "social standard" and reassign citizen's income against "social unfair".PartⅢThe experiences and inspires of the housing security system of foreign countries and regions. At present governments of different countries in the world give top priority to their housing problem and have already set up housing security system. As a result, learning the successful experience of the housing security system in other countries and regions will greatly benefit the perfection of the Chinese housing security system.PartⅣThe development and present situation of Chinese housing security system. Chinese housing security system consists of economical affordable house,low-rent house and housing fund. There exists many problems in practice, for example, the lack of the government function.
