Industry is an important component of nation's economy, electric power factory is the base of industry and it's development determines the industrial development, Furthermore determines the whole national economy development. management system is a critical factor in the development of electric power system ,therefore, it's necessary to explore the current electric management system. It is transforming on its way with from planning economy system to the socialist market economy system. Electric power management system's some contradictions and questions are exposing in front of our face, in convention planning economy system condition. So it is aggravating and preventing electric power factory developing. Now Electric power factory management system's transforming is in important era. Some electric power factory don't know how to ticket with some questions caused by history .so we must take some effective step to solve the questions in time .It is relating failure and succeed of electric power factory and relating stager plan taking of new century in china. The author tries to apply the fundamental theory of management science and economics, electric power management science etc. to probe the five important question of electric power management system, by some detailed data and cases. Meanwhile the author has analyzed the infect of the questions. On the basis of the above the author has found the solution of the questions, consisting the current condition of power supply enterprise with practice of power supply reform in other countries and by theory that I learned, and own practice.
