This paper introduces the conception and characteristics of human resource and human resource management started with the definition of human resource. Then the present situation and development trend of human resource management in the advanced countries of USA and Japan is presented. The development status of human resource management at present in China is analyzed. Based on the comparison, the paper traces back to the history evolution of human resource management in the state-owned enterprise as well analyzes the differences between the traditional personnel management and human resource management in the state-owned enterprise. Meanwhile, the methods used to realize the conversion of the above-mentioned two types of management are put forward in the paper. In accordance with the analysis to the new situations appeared related to human resource management in electric power enterprise under the market economy, the problems currently existed in the human resource management are discovered for electric power enterprise. In accordance with the deep analysis to the six basic links of human resource management, how to set up a scientific reasonable human resource management system is demonstrated. Human resource management is the target management to achieve competition superiority. Therefore, the paper puts emphasis on how to get superiority in the violent competition by means of human resource management for electric power enterprise to practice the strategic target of human resource management. Finally, the countermeasures regarding to human resource management for electric power enterprise is provided on the basis of the development trend of it in China. |
