After the World War II, many kinds of management techniques have been emerged one by one. Along with the development of science and technologies, especially with the rapid development of modern information technologies, more new managing techniques come out. I iowever during this period, because our country have been closing up abroad too long, and the Planned Economy has been playing the leading role for almost 30 years, the enterprises in our country have lagged behind those in the world. The gap behaves not only on technologies, but also on the managing levels. So more and more enterprises begin to change their old managing styles, and to learn advanced technologies. However, before we changes, we must solve these problems such as how to choose among so many technologies? Do those advanced ones deem to be effective to us? How to balance between the advancement and effectiveness of the technologies?Before this challenge, Peter F. Drucker, the great master in managing field, put forward the theory of Business. In this theory he expressed that one organization, whatever it is an enterprise or a non-for-profit organization, before it chooses it should recognize its existing bases first. Generally speaking the theory of Business of one organization is made up of three assumes, that is the assume of its circumstances, the assume of its special cooperation and the assume of its core competence. If these three assumes can be conformity with the social developing trends, if they can be conformity with each other and if can be learned by every member of the organization, all these will be the key factor of the organization?doings, decisions and gains got in the future.We can learn from this Theory of Business that before making any decisions every enterprise should know well about its macro and micro surroundings. Only when its doings conform to the surroundings the enterprise Would attain positive gains, and those doings also will help the enterprise to develop. Otherwise the enterprise can not achieve its goals. Sometimes those doings will even become obstacles.As we know, the decision of strategy is more and more important for one enterprise. The strategy formulation, action and feedback go through the activity of one enterprise. It is the base, the guide and the plan. But the correct strategy is based on the outer circumstances and inner conditions. As the viewpoint of Mckinsey, the strategy is only one factor for a successful enterprise, other factors are structure, system, style, staff, skill, and shared values.Fengnong Group, who grows up in a high speed as a state-owhed company, makes strategy for coming 5 years. We review the strategy by circumstance analysis and inner condition analysis, and give some advice to Fengnong. 1n order to push the strategy, we also review the human resource and corporate structure of it. We hope the raise of HR management and better structure could promote the success of corporate strategy.We can learn from Fengnong Group抯 successful experiences as follows:The outer circumstances if the enterprise抯 existing conditions. They will decide what one enterprise can do and can not do. The basic point of its success if that itr can adapt itself to those outer surroundings. Even after efforts, some macro circumstances fit its needs.The inner circumstances decide the results and effects of enterprise抯 doings. Only when the managing system is on the basis of the enterprise抯 actual conditions, it will be effective and help enterprise to attain its goal.Facing the many managing theories and methods, we should not unrealistically learn and carry out them. We must base ourselves upon the social realities, then choseThe most suitable methods. So that we can shorten the lagging gaps and become more and more scientific in management.
