Science and Technology are deeply influencing the development of economy and society at gigantic power and unimaginable speed. Dalian Institute of Chemical Physics ( DICP ), as a national multiple institute, is facing the huge challenge and growth opportunity which have never been met before. In order to set up the first class institute in the world and accomplish the continuous development strategy of DICP, it is absolutely necessary for DICP to have sound R&D Strategy. Using the advanced experience of other institutes and companies at home and broad, this thesis has studied the R&D strategy status in DICP and put forward the design of R&D strategy management in DICP with the help of Knowledge Energy Theory, Learning Organization Theory and System Management Principle. This thesis consists of three chapters as follows: Chapter one mainly illustrates the background of the selection of subject, purpose, meaning and the theoretical basis that this thesis relies on. Chapter two Analyses R&D strategy circumstances of DICP and then puts forward the design of R&D strategy management in DICP. Chapter three emphasizes performance of R&D Strategy that can be explained by the following parts: Subject selection, project management, process acceleration, outcome evaluation and technology transfer. It also concerns importance of setting up learning organization in a multiple national institute. And in the last part, the main opinions on this thesis are summarized and the question need to be further studied are raised. As a national multiple institute, the development model of DICP represents the development orientation of national institute in China to some extent. So, it is of great importance to study R&D strategy management in DICP.
